<br />. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />. <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />INTRODUCTION <br /> <br />The five major private utilities, operating in or adjacent to the <br /> <br />area to which hydroelectric power from the Colorado River Storage Proj- <br /> <br />ect of the Bureau of Reclamation will ultimately be delivered, issued on <br /> <br />October 1, 1959 a report entitled, "Electric Utility Transmission System <br /> <br />Study as Related To Colorado River Storage Project. " <br /> <br />Careful review of the Report leaves the impression that it is not <br /> <br />in keeping with the spirit and intent of the Upper Colorado Authorization <br /> <br />Act, avoids any statements as to resulting costs to power users having <br /> <br />preference in law to the purchase of the project power and provides no <br /> <br />basis for determining its effect, if the proposal it contains is adopted, on <br /> <br />the repayment of project costs as contemplated by authorizing legislation. <br /> <br />The proposal of the private utilities as represented by the Re- <br /> <br />port provides for Federal construction of expensive lines from Glen Can- <br /> <br />yon through Curecanti to Poncha Junction near Salida, Colorado and from <br /> <br />Flaming Gorge to Oak Creek. While nearly one-third of the total indicated <br /> <br />expenditure for transmission facilities are involved in these few lines no <br /> <br />major preference customer load centers are reached and interconnection <br /> <br />of the authorized units of the storage project in the main is not achieved <br /> <br />through Federally owned lines. <br /> <br />It is with a view to avoiding the possibility of incorrect con- <br /> <br />clusions being drawn by the Congress or the Department of the Interior <br /> <br />and to protect the interests of the Colorado River Storage Project and the <br /> <br />power customers entitled to preference under the law that the Colorado <br /> <br />River Basin Consumers Power, Inc., has caused an independent report <br /> <br />as herein contalned to be prepared. <br /> <br />- 1 - <br />
