.
".I' ..

The ARCC is investigating methods of augmenting the water supply of the Arkansas River to
offset depletions to stateline depletions to Kansas and to sUTface water rights in Colorado
caused by well pumping. In addition the ARCC is discussing ways to improve the
recreational water supplies at the Great Plains Reservoir, John Martin Reservoir, and Trinidad
Lake. The ARCC may formulate recommendations on these issues to the relevant state
officials charged with administering water Tights and developing the state's natural resources.
In addition to developing recommendations, the ARCC will make its information available to
well augmentation organizations and individuals. To make this information most useful, the
WAS is developing a data-base of potential water supplies and an inventory of the likely costs
and impacts of particular acquisition methods. The ARCC will not be purchasing. leasing,
or negotiating for the purchase or lease of particular water supplies.

For the purposc of generating this type of preliminary data-base the WAS is seeking
expTessions of interest, and supporting information, from water rights owners who may have
water supplies available for sale or lease. Water supplies should be capable of providing a
minimum of 500 aCTe.feet of annual diversion and/or 250 acre-feet of consumptive use, based
on long term historical use. We have enclosed an information packet ( letter and 2 forms)
for your review and use if you decide to participate. I f you need additional copies, OT know
of other water rights which may be availablc and which meet the minimum size criteria,
please contact the Colorado Water Conservation Board, as indicated below.

Responses will be tabulated by the WAS in a data-base summary sheet for consideration in
any recommendations the ARCC may eventually make and distTibution to other interested
entities, Responses can not be treated as confidential information. Responses will not be
binding in any fashion. Tabulation of responses is scheduled to begin on July 3, 1995, so a
prompt reply is encouraged.

If you have any questions, or to request an information packet, please contact Gene Jencsok
or Steve Miller at the Colorado Water Conservation Board, 1313 Sherman Street - Room 721,
Denver, Colorado 80203, or call 303-866-3441. Additional information on the Arkansas
River Coordinating Committee is also available from the ARCC membeT(s) representing your
area.

Sincerely,

aO~~ ~};~
Alan Hamel, Co-Chair
Water Acquisition Subcommittee

L~Gtr

Gene Jencsok, Co-Cha r
Water Acquisition Subcommittee

cc: ARCC Members

mrcoOlcomm\tmswulltr
