P.E. <br />Director, ewes <br /> <br />Dear Interested Parties: <br /> <br />As a major water supplier OT diverter in the Arkansas River Basin, you may already be aware <br />of the wOTkings of the Arkansas River CooTdinating Committee ("ARCC"). The Water <br />Acquisition Subcommittee ("WAS") of the ARCC has initiated a process to gather <br />information about water supplies in the ATkansas River Basin that may be available for <br />purchase or lease, The WAS is developing a data-base of potential water supplies and an <br />inventory of the likely costs and impacts of particular types of voluntary transactions, The <br />W AS is inteTested in learning more about wateT supplies you own or control and which may <br />be available for sale or lease to groups or individuals that need additional water fOT well <br />augmentation plans they are developing. This letter is to invite you to submit information <br />about any such water Tights to the WAS for inclusion in the data-base. <br /> <br />Governor Romer created the ARCC by Executive Order in August 1994 to address issues <br />arising from the likely outcomes of the U.S. Supreme Court case, Kansas v. Colorado. The <br />Committee consists of nearly 40 members, representing well owner groups, surface water <br />users, conservancy districts, county commissioners, municipalities, and Department of Natural <br />Resources agencies. The Committee has been meeting approximately monthly since <br />September 1994 at various locations in the Arkansas Valley. Three subcommittees have been <br />fornled to address, in some detail, the specific issues identified by the Governor and the <br />ARCC members as follows: <br /> <br />. Water Acquisition Subcommittee, to examine organizational structures and <br />water supply SOUTces for future augmentation efforts. <br /> <br />. Augmentation Subcommittee, to exarnine methods to offset stateline depletions <br />and prevent injury to Colorado surface rights from out-of-priority well <br />pumpmg. <br /> <br />. Recreation Subcommittee, to examine options for cooTdinating the acquisition <br />of recreation water to improve recreation and wildlife opportunities at aTea <br />reservoirs with the need for additional well augmentation water supplies, <br />
