The Council is pleased with the excellent <br /> <br />progress in preparing salinity plans, with implementation of these <br /> <br />plans, and with the monitoring and evaluation program. -The surge <br /> <br />irrigation program with Colorado state University Cooperative <br /> <br />Extension Service and Reclamation is an excellent example of <br /> <br />interagency cooperation to accelerate acceptance of a new <br /> <br />technology. <br /> <br />Big Sandy River Unit. The Council appreciates the efforts of <br /> <br />Agricul tural Stabilization and Conservation Service to approve <br /> <br />waivers for individual contracts to exceed the $100,000 limitation. <br /> <br />This action was critical for the salt load reduction goals to be <br /> <br />achieved in this area. The Council also appreciates USDA's efforts <br /> <br />to provide adequate funding for this very cost effective project. <br /> <br />Environmental Protection Agency <br /> <br />The Council appreciates the frank discussions of Colorado <br /> <br />River salinity issues between the Forum and EPA at its, October <br /> <br />1990, meeting. A better understanding of the agency's position has <br /> <br />evolved. Although EPA's level of support was good during most of <br /> <br />1990, the assignment of the agency's lead coordinator to other <br /> <br />activities causes the Council concern. The Council and the Forum <br /> <br />still do not believe that EPA, within the higher levels of its <br /> <br />10 <br />
