<br />6 <br /> <br />~esource programs: (1) the development and management of <br /> <br /> <br />water supplies on the public lands, e.g., programs related <br /> <br /> <br />.to the federal construction or licensing of water storage <br /> <br /> <br />facilities and watershed management and protection; (2) federal <br /> <br /> <br />and nonfederal use of water in connection with public lands <br /> <br />programs, e.g., grazing, intensive agriculture, mineral <br /> <br />development, etc. <br /> <br /> <br />For the legal systems governing the water resource pro- <br /> <br /> <br />grams described above. the study will review all relevant <br /> <br /> <br />provisions of the statutes and their administration. ':'..c~uding <br /> <br /> <br />delegations of authority, as reflected in agency regul~tions, <br /> <br /> <br />manuals. directives, declarations of policy, court decisions. <br /> <br /> <br />legal opinions, agency decisions. and all standard federal <br /> <br /> <br />permit forms. licenses. leases, etc.. prescribing the conditions <br /> <br /> <br />of water use by non federal users. <br /> <br /> <br />It will describe the statutory guidelines, if,any. for <br /> <br /> <br />the administration of each statute and indicate whether the <br /> <br /> <br />administrative actions implementing the statutes are consistent <br /> <br /> <br />with such guidelines and among themselves.
