<br />4 <br /> <br />administration of its hydroelectric project licensing respon- <br /> <br /> <br />sibilities under the Federal P~wer Act for projects occupying <br /> <br /> <br />public lil:lds I other than those which directly relate to the <br /> <br /> <br />FPC's efforts to insure that such a project is compatible <br /> <br /> <br />with public land values in the affected river basin. Conse- <br /> <br /> <br />quently, this study will examine these programs only to <br /> <br /> <br />determine in a general way the extent to which (1) such <br /> <br /> <br />construction programs have physically affected the development <br /> <br /> <br />and conservation of public and water yields and (2) the <br /> <br /> <br />impoundment of waters on the public lands affects other public <br /> <br /> <br />land values. <br /> <br /> <br />The specific objectives of the study are: <br /> <br /> <br />(1) to review the existing legal system, defined to <br /> <br /> <br />mean all statutes and administrative regulations, policies <br /> <br /> <br />and practices, relating to the development, management, and <br /> <br /> <br />use of the water resources on the public lands; <br /> <br /> <br />(2) to determine the extent of the use of water on <br /> <br /> <br />such lands by federal and non federal users; <br /> <br /> <br />(3) to ascertain the condition of the public lands as <br /> <br /> <br />a water source and the effect of public land,'programs for <br /> <br /> <br />the development of water resources upon the yield and qu~lity <br /> <br /> <br />of water flows from those lands; <br /> <br />'32'1'5 <br />
