Long-range objective to consider guides for sanitation
in such special areas os trailer courts, campgrounds, and swimming places.

(d) Review ond compile information on experiences with concession
developments on reservoir projects, ond consider ways to encourage more
private investment in recreation areas.

(e) Examine boating regulations and reloted circumstances with view to
any recommendations for improvements with particular reference to
uniformity among States.

(f) Consider ways and meons of rei ieving shortage of personnel with
special skills and training for recreation work.

(g) Investigate techniques for improving estimates of use, demands,
land requirements, and other factors of 0 predictive nature.

3. Special Studies and Reportin~ Procedure, As indicated in paragraphs
Ib and 2g above, improvement in techniques for more uniform and reliable
determination of certain key planning factors appears to be on important
current need, It has been suggested to the subcommittee that considerable
research ond study have been devoted to some of these foctors by various
individuals, much of it probably being of an informal and unpublished type,
The ideo is that some of this information might be useful, if widely
distributed after being generally screened and evaluated. In this con-
nection, the subcommittee perhaps might usefully serve as a forum for dis-
cussion and appraisal of such information of the above type as is found to
be available. Accordingly, on 0 trial basis, it is proposed to invite
individuals found to have developed informotion or techniques of the
foregoing type, to present popers thereon at subcommittee meetings. If
the papers seem to hove general merit, they will then be distributed to
all subcommittee members for more careful consideration and preparation
of comments. However, in reporting to the Parent Committee on such
studies, it is proposed to depart from the usual procedure of furnishing
definite conclusions and recommendotions, os described below.

4. If the subcommittee comments ore predominantly favorable, the paper
with all comments appended will be submitted to the Parent Committee
merely os one promising method or technique that should be considered
for general distribution, and possible use by any interested agency. The
distribution would necessarily give proper credit and recognition to the
author of the basic poper.
