The total delivery averaged 19,7 <br />c.f,s.. or 12,7:32,000 gallons per day, to constituent areas, and a <br />small amount in the last quarter of the fiscal year to the United <br />States Army Hospital at Spadra, avcraging in June 195,500 gal- <br />lons per day. <br />In addition to the deliveries of softened water, the District dur- <br />ing the entire year supplied natural Colorado River water to the <br />United States Army desert training centers and beginning in <br />August 1942 to Camp Haan and lIIarch Field lit an average daily <br />rate of 1.170,000 gallons, <br /> <br />POjJulalioll and ((8sc.<.;.~ed v.(~l-f(ation <br /> <br />The population and assessed valuation of taxable property in <br />the constituent areas of the District are given in table 1. The <br />total valuc of property protected by Colorado River water within <br />the District areas is actually much greater than the assessed <br />valuation given in table 1. Tax exempt property and property <br />including grounds, buildings and equipment owned by the District <br />cities, upon which no tax is levied. exceed $700,000,000 in value, <br />Furthermore, this amount doe:-; not cover county, state and federal <br />lands, buildings, and equipment likewise exempt from taxes. <br />Estimates of 1943 population in the eoa"ta\ ba"in vary consid- <br />erably. The figures for the District shown in table 1 are estimates <br />obtained from ofticials of the respective contituent areas, The <br />Regional Planning Commission of Los Angeles County estimates <br />the population of thi" county only in July HJ43 at 3.:11(i)l70 of <br />whom 17,500 live north of the San Gabriel Mountains and are not <br />residents of the coastal basin. The Uniteo States Census Bureau <br />estimated the population of Los Angeles and Orange counties on <br />March 1. 1\)4:3 at 3,10~.500 civilians, Accepting this latter figure, <br />adding for Riverside and San Bernardino counties within the basin <br />and allowing for a growth in numbers during the four months <br />~ince l\1arch 1. it seems safe to assume on .June ::HJ, 1943 a popula- <br />tion in the coastal basin of 3.500,000, This indicate:; an increase <br />of 400,000 people since the census year of 1940. <br />
