Deliver)J of CnlorHdo River water.

During the fiscal year softened and filtered Colorado River water
was delivered to Beverly Hills, Burbank, Compton, Fullerton, Long
Beach and Los Angeles at an average rate of 5,054,000 gallons per
day, augmenting their several local supplies, Santa Monica drew
almost its entire supply averaging 7,678,()00 :,-;allons per day from
the Colorado River aqueduct. The total delivery averaged 19,7
c.f,s.. or 12,7:32,000 gallons per day, to constituent areas, and a
small amount in the last quarter of the fiscal year to the United
States Army Hospital at Spadra, avcraging in June 195,500 gal-
lons per day.
In addition to the deliveries of softened water, the District dur-
ing the entire year supplied natural Colorado River water to the
United States Army desert training centers and beginning in
August 1942 to Camp Haan and lIIarch Field lit an average daily
rate of 1.170,000 gallons,

The population and assessed valuation of taxable property in
the constituent areas of the District are given in table 1. The
total valuc of property protected by Colorado River water within
the District areas is actually much greater than the assessed
valuation given in table 1. Tax exempt property and property
including grounds, buildings and equipment owned by the District
cities, upon which no tax is levied. exceed $700,000,000 in value,
Furthermore, this amount doe:-; not cover county, state and federal
lands, buildings, and equipment likewise exempt from taxes.
Estimates of 1943 population in the eoa"ta\ ba"in vary consid-
erably. The figures for the District shown in table 1 are estimates
obtained from ofticials of the respective contituent areas, The
Regional Planning Commission of Los Angeles County estimates
the population of thi" county only in July HJ43 at 3.:11(i)l70 of
whom 17,500 live north of the San Gabriel Mountains and are not
residents of the coastal basin. The Uniteo States Census Bureau
estimated the population of Los Angeles and Orange counties on
March 1. 1\)4:3 at 3,10~.500 civilians, Accepting this latter figure,
adding for Riverside and San Bernardino counties within the basin
and allowing for a growth in numbers during the four months
~ince l\1arch 1. it seems safe to assume on .June ::HJ, 1943 a popula-
tion in the coastal basin of 3.500,000, This indicate:; an increase
of 400,000 people since the census year of 1940.
