<br />000:42 <br /> <br />The WWDC prepared a study and report in compliance with Enrolled Act 49, <br /> <br />entitled Cheyenne Water Project Feasibility Study (Water Resources Research <br /> <br />Institute, 1979). This study dealt almost exclusively with the evaluation of <br /> <br />Cheyenne's proposed Stage II water project. The study also evaluated the pro- <br /> <br />jected needs and the existing water supplies of several southeast Wyoming com- <br /> <br />munities. The WWDC, in its "Report to the Wyoming Legislature" (WWDC, 1979), <br /> <br />recommended that monies be allocated to prepare a feasibility report detailing <br /> <br />storage development programs to meet in-basin needs of the Little Snake River <br /> <br />drainage, The WWDC, based upon WRRI's study, also recommended evaluation of the <br /> <br />feasibility of constructing a transbasin diversion pipeline to meet the increas- <br /> <br />ing needs of North Platte River basin communities. <br /> <br />The 1980 session of the Wyoming Legislature, through Enrolled Act 43 (W.S. <br /> <br />41-2-211[b] Sections 2 and 3), appropriated monies and directed the WWDC to <br /> <br />prepare a feasibility study and preliminary engineering plans for Stage III of <br /> <br />t.he Litt.le Snake River Wat.er Management Project as defined in W.S. 41-2-204(a)(iv) <br /> <br />and (v). The WWDC was also directed to study the requirements for a reservoir <br /> <br />or reservoirs to meet in-basin needs fur the Little Snake River drainage. <br /> <br />The WWDC selected Banner Associates, Inc., of Laramie and Cheyenne, Wyoming, <br /> <br />to conduct the feasibility study for "Stage III" of the Little Snake River Water <br /> <br />Manrtgement Project. Banner Associates, Inc. in turn selected specialty sub- <br /> <br />contractors to provide expertise in two highly technical areas of the feasi- <br /> <br />bility study. Environmental Research & Technology, Inc. was selected to prOVide <br /> <br />the appropriate environmental expertise to evaluate the impact of the alter- <br /> <br />native projects. Mr. William A. Clevenger, Chairman of the Board for Woodward- <br /> <br />Clyde Consultants, supervised and conducted the geotechnical investigations of <br /> <br />the various dam sites evaluated in this study. <br /> <br />1-2 <br />
