<br />onOHl <br /> <br />I. Introduction <br /> <br />The 1979 session of the Wyoming Legislature passed Enrolled Act No. 49 <br /> <br />(Chapter 126, Session Laws of 1979). This legislation called for a study of <br /> <br />the Little Snake River Water Management Project (LSRW}W), a water management <br /> <br />project for the areas of south central and southeastern Wyoming. Enrolled Act <br /> <br />49 also authorized Stage II of the Cheyenne Water Project and "Stage III" of the <br /> <br />LSRWMP, SMolled hct 49 (W,S. 41-2-204[a][iv]) defines "Stage III" as: <br /> <br />"...a transbasin diversion of water from the headwater of <br />the Little Snake River and its tributaries on the western <br />side of the Continental Divide north and west of stage I <br />and stage II. Stage III proposes to construct storage <br />structures to increase storage for in-basin use and to <br />construct interception lines and diversions and collec- <br />tion structures to increase availability of water for <br />transportation of water across the Continental Divide <br />from the Little Snake River drainage into the North <br />Platte River system, and increase storage and avail- <br />ability of water for use by cities, towns, and other <br />water users located in Carbon, Albany, Natrona, <br />Converse, Niobrara, Goshen, Platte, and Laramie <br />counties.... rt <br /> <br />The Governor's Interdepartmental Water Conference was delegated the responsihility <br /> <br />of preparing ",..a feasibility study of the total effects of stage I, stage <br /> <br />II and stage III and of the in-basin needs...," <br /> <br />In a separate act, the 1979 Legislature also formed the Wyoming Water <br /> <br />Development Commission (WWDC) (Enrolled hct No. 58, Chapter 59, Session Laws of <br /> <br />1979). This Act provided for the appointment of nine Commission members, two <br /> <br />from each of the four water divisions in the State and one at-large member. The <br /> <br />Act tr~nsferred the Wyoming Water Development Program, along with the respon- <br /> <br />sibility for water and related land resources planning, to the new Commission. <br /> <br />This gives the Commission a dual role of planning for the use of Wyoming's water <br /> <br />on a statewide basis and planning for the development of specific individual <br /> <br />projects. <br /> <br />I-I <br />
