Fish and wildlife Service <br /> <br />FROM: <br /> <br />Ray Kogovsek and Christine Mulick <br /> <br />DATE: <br /> <br />November 6, 1990 <br /> <br />RE: <br /> <br />Proposed reasonable and prudent alternative <br /> <br />Attached please find a proposed reasonable and prudent alternative <br />put forth by the entities and Tribes affected by the draft <br />biological opinion on the Animas-La Plata Project. <br /> <br />We have been asked to fon-Jar:! this document to you for your <br />consideration prior to the November 19 meeting in Denver between <br />federal and non-federal parties. If the December I deadline is to <br />be met, it is imperative that a basis for discussion be placed on <br />the table soon, and it is hoped that this document can represent <br />a foundation for a final product. <br /> <br />In order to arrive at this proposal, a long hard look at water <br />supplies in :the San Juan Basin was necessary. Compromise and <br />generosity were required if substantial amounts of water were to <br />be made available to the endangered fish. Under this proposal, a <br />very large amount of water is, in fact, being offered. <br /> <br />The elements of a reasonable and prudent alternative discussed in <br />this proposal are the culmination of much discussion and analysis, <br />giving utmost consideration to the information flowing from the <br />three sub-groups on biology, hydrology and legal issues. The <br />proposition attempts to seriously address the water needs of the <br />squawfish and potentially the razorback sucker, and provide for <br />those needs to the best and most practical ability of the Indian <br />and non-Indian water users and the states of Colorado and New <br />Mexico. <br /> <br />All non-federal parties look forward to the meeting scheduled for <br />November 19 in Denver.
