<br />Committee to resolve the differences between HR 3300 and SB 1004. The Directors in-
<br />dividually and collectively expressed their pleasure over the action of the House of
<br />Representatives, and were most complimentary of the work done by F. L, Sparks, Dir-
<br />ector, Colorado Water Conservation Board, in getting six of the Seven Colorado River
<br />Basin States together on Water Legislation which will be beneficial to the Colorado
<br />River Basin and particuiarly to Colorado,
<br />
<br />HIGH LINE CANAL - USBR CONTRACT:
<br />
<br />Project Manager James Ogilvie reported negotiations are under way with the High Line
<br />Canal Company to utilize Fryingpan-Arkansas Project facilities for the conveyance and
<br />storage of their water. He stated preliminary negotiations indicate it would be a ser-
<br />vice type contract for a term of 40 years, and that the contract, as drafted, will protect
<br />all other Users of storage and transportation facilities and will not interfere with
<br />decrees ui. the Arkansas River Drainage area. Ogilvie reported that under the present
<br />thinking, $700,000 in revenue will accrue to the Project.

<br />Ogilvie then reported that progress is still being made iD. resolving the bad ground prob-
<br />lem at Divide Tunnel, and water is being diverted from the Homestake Project for
<br />storage at Turquoise Lake to replace water exchanged in 1967,
<br />
<br />CORPS OF ARMY ENGINEERS REPORT:

<br />President Nichols read a letter of 30 April, 1968 from Colonel J, H. Hottenroth to the
<br />Honorable John A. Love, Governor, State of Colorado, outlining the meetings which
<br />the Corps of Army Engineers Officials held with r.epresentatives from the Cities and
<br />Counties between Pueblo and Las Animas. A letter dated May 10, 1968 from F. L.
<br />Sparks, Director. Colorado Water Conservation Board, to Colonel. Hottenroth was then
<br />read, outlining the position of the Colorado Water Conservation Board. The letter stated
<br />the State of Colorado endorses the Corps of Engineers report and favors the Project, and
<br />commended the Corps of Engineers for the lIimaginative approach and thorough workma..n-
<br />ship demonstrated by members of the Staff in preparing this long needed plan to improve
<br />the water situation in the Arkansas Valley". The letter recognized the fact that the State
<br />of Colorado could not become the sponsor of the Project, and also that connicts still
<br />exist between the Colorado Game Fish and Parks Commission and Sport Fisheries and
<br />Wildlife relative to the recreational aspects of the Corps proposal,
<br />
<br />Beise stated that if the Southeastern Colorado Water Conservancy District Board agreed
<br />to sponsor all or part of the Project, and if Congress approved the Project, funds for
<br />pre-engineering would be allocated and the District andlor the other Governmental
<br />agencies Involved would then have the obligation' of actually signing letters of sponsor-
<br />ship, Purvis said he feels the District should support the Project and submit appropriate
<br />letters. Wagner observed we could show our support without obligating the District for
<br />funds. McCurdy felt it is much better that the local government agencies accept the re-
<br />sponsibility and thus involve the people who will be benefited by the Project. Christy
<br />said the District has acted In good faith in this matter from the very beginning by advis-
<br />ing the Corps we could not become the official sponsor at this time without amendments
<br />to the Colorado State Statutes affording the District the opportunity to raise additional
<br />funds. Milenski urged that the matter be put on the ballot at a very early date, to deter-
<br />mine whether the citizens support the program and would accept the financial obligations,
<br />After further discussion, the Board requested Attorney Beise to write to Colonel J. H.
<br />Hottenroth for an updated report regarding letters of intent from the governmental agen-
<br />cies, and for reports on the Game Fish and Parka requirements,
