003190

Results of Additional Model Runs

December 22, 1993
Page 4

The total draft of the Juniper rights averages 857,412 af/yr in this scenario, The
attached graphs show end-of-month contents in the three modeled existing reservoirs, the
distribution of the Juniper draft over the 53-year study period, and the average monthly
distribution of the components of the Juniper draft.

There are relatively few shortages in this scenario as diversions to basin demands are
limited mainly by physical availability,

RESULTS OF ENVIRONMENTAL BASELINE SCENARIO

Scenario 12: Environmental Baseline

This scenario is meant to represent, as closely as possible, the baseline conditions
contained in the Stagecoach Reservoir Project Biological Opinion (SRPBO). This is the most
recent Section 7 consultation in the basin and the standard against which the proposed
enlargement of Elkhead and Stagecoach reservoirs will be compared,

All basin demands are assumed at their current levels with three exceptions, First, the
power stations are assumed to deplete the river at the levels expressed in the SRPBO, namely
19,200 af/yr at the Craig Station and 7,100 af/yr at the Hayden Station, Second, a 9,000 af
fully consumptive industrial demand is also represented in the model which can only be served
by Stagecoach releases, Third, an annual 2,000 af municipal demand, modeled as 16,8 percent
consumptive, can also only be served by Stagecoach releases, These latter two hypothetical
demands were not permitted to divert under any water rights of their own nor were they
allowed to divert storage water from any source other than the 9,000 af power or 7,635 af
municipal Stagecoach pools, All three of these exceptions to the "current-level" demands were
made to reflect assumptions in the SRPBO,

The results of this scenario are shown in the attached graph of reservoir contents and
tables showing streamflows at key locations, Stagecoach contents cycle on a regular annual
basis due to drawdown operations and servicing the power and municipal demands. Releases
from Stagecoach to meet seasonal storage targets come primarily from the power contract pool,
as opposed to the recreation pool.

NEXT MEETING

It is our understanding that the next TSG meeting is scheduled for 9:00 am, January 7 at
the CWCB library. These model results will be discussed at that time,

Hydrosphere Resource Consultants 1002 Walnut Suite 200 Boulder, Colorado 80302

O,\PROJECTS\\9)\OO6\OOCSlRESUlTS4.00C CREATEO, OEceM~A 14, \99~.,44 PM PRI'HEO: 0..._.. 22. 1993 S:?9 AM

"

,4i",~, ~
