' <br /> <br />· OGiJ183 <br /> <br />Results of Additional Model Runs <br /> <br />December 22, 1993 <br />Page 3 <br /> <br />JUNIPER PROJECT <br /> <br />The operating assumptions for the Juniper Project (for the Contemplated Draft scenarios) <br />are as follows: <br /> <br />1) the three 1954 water rights for Deadman Bench (550 cfs), the power plant <br />(1000 cfs) and storage (844,294 at) are represented, The storage <br />decree is reduced by carryover on the start-fill date <br /> <br />2) Juniper Reservoir has a total capacity of 844,294 af with dead storage of <br />73,226 af (this dead storage means that carryover will almost always be <br />at least 73 kaf thus the storage decree will probably never take more <br />than 771 kat) <br /> <br />3) as between the three Juniper rights, the Deadman Bench right takes available <br />water first and the storage right takes water last <br /> <br />4) releases from storage are made to supplement the Deadman Bench <br />agricultural demand (121 kat) and a 1000 cfs power plant discharge <br /> <br />5) there is no refill storage right <br /> <br />RESULTS OF CONTEMPLATED DRAFT SCENARIOS <br /> <br />Scenario 13: Unsubordinated Draft of Juniper Rights <br /> <br />This scenario operates the Juniper Project in its 1954 priority position, Upstream <br />demands are represented at their current (or" 1989 potential ") levels, including the Hayden and <br />Craig stations, and utilize their existing water rights, Thus the contemplated draft derived with <br />this scenario represents the river draft that might be expected were the original Juniper project <br />in existence today and operated using its 1954 water rights without regard to any specific or <br />general subordinations, <br /> <br />The total draft of the Juniper rights averages 866,717 aftyr in this scenario, The <br />attached graphs show end-of-month contents in the three modeled existing reservoirs, the <br />distribution of the Juniper draft over the 53-year study period, and the average monthly <br />distribution of the components of the Juniper draft. <br /> <br />There are substantial water shortages throughout the basin in this scenario as the Juniper <br />rights call out many existing juniors, including the reservoirs, <br /> <br />Scenario 14: Fully Subordinated Draft of Juniper Rights <br /> <br />This scenario operates the Juniper Project in a fully subordinated priority position (i.e" <br />most junior of all modeled water rights).
