Inc. -~-. Douglas M. Costle. et. a1. <br /> <br />The suit was recently decided_ by the United <br /> <br />States Court of Appeals for the District of <br /> <br />Columbia Circuit. The decision (in favor of <br /> <br />the United States) upheld an earlier ruling <br /> <br />by the District Court disal1o~~rig the claims.of <br /> <br />EDF. Thus, unless the Supreme Court should agree <br /> <br />to review the decision, the EDF lawsuit will not <br /> <br />affect the Colorado River Salinity Control Program. <br /> <br />SUBSURFACE SPRINGS INVESTIGATION <br /> <br />The technical contractor, URS Corporation, <br /> <br />has been instructed to submit a plan of investiga~ <br /> <br />tioo for locating, and quantifying brine flows <br /> <br />entering the Colorado River which have not been <br /> <br />previously measured. The cost effectiveness of the <br /> <br />additional collection will need to be determined. <br /> <br />\\T}{AT I S NEXT? <br /> <br />Work coming up includes locating and quantify- <br /> <br />ing subsur.face brine flows entering the river. It <br /> <br />is hoped that if the location of the inflow is <br /> <br />favorable, some method of capturing it could be <br /> <br />devised. <br /> <br />Other work will include arrayal of components <br /> <br />of plans and selecting the best components to <br /> <br />formulate new plans. The selection process will <br /> <br />be based on cost, impacts, and public input. Plans <br /> <br />will also include possible uses of saline water not <br /> <br />previously incorporated in the displays hut which <br /> <br />were studied, i.e., oil shale use, coal slurry use, <br /> <br />and perhaps some others. <br /> <br />. <br /> <br />General planning activities will include: <br /> <br />this newsletter, a meeting by the planning team <br /> <br />to review and refine plans, and a follow-up news- <br /> <br />letter, then a meeting to obtain the public's <br /> <br />input to the selection of a recommended plan in the <br /> <br />fall.
