Public notice. --The Division Engineer issued a public notice <br />stating the recommendations of the reporting officers and affording <br />interested parties an opportunity to present additional information to <br />the Board. Views. --The Board of Engineers for Rivers and Harbors concurs <br />in general in the plan of improvement proposed by the District Engineer, <br />as modified by the Division Engineer. However. the Board notes that <br />the recommendations of the reporting officers provide that the cost for <br />initial filling of the recreation pool. presently estimated at $149,000. <br />is creditable toward the non-Federal obligation prescribed by the <br />Federal Water Project Recreation Act. Although water rights, which are <br />, normally a non-Federal responsibility, may not be directly acquired, <br />,I the Board considers it appropriate that non-Federal interests acquire <br />the water needed to establish the recreation and fish and wildlife <br />,,. enhancement purposes in addition to the usual cost sharing under the <br />provisions of the Federal Water Project Recreation Act. The Board <br />also notes that separable ,investment costs, rather than first costs. for <br />recreation and fish and wildlife enhancement are shown in the rec- <br />ommendations of the reporting officers.
