1
I
I
,
,
I'
I
I
it
f
f
,

.~,

.'

e. It should be recognized that the non-Fedeml cost shown in
t~ble 6 represents the minimum non-Federal cost under the plan of
maximum development. Non-Federal costs would be increas~d if detailed
subsurface explorations should reveal that a dam and reservoir plan
requiring less storage than the recommended plan could be adopted.
In that event the land requirements for project purposes ot~er than
recreation could be reduced. However, the outer limits of the Bureau
of Outdoor Recreation's optimum development are defined by existing
topographic features. Based on these limits, the land requirement
specifically for recreation would increase if the land requirement
for project purposes other than recreation should decrease.

5. LOCAL COOPEllATION

a. The recreation enhancement and fish and wildlife enhancement
functions of the project would require local cooperation in accordance
with the Federal Water Project Recreation Act. Accordingly, non-
Federal interests would be' required to:

(1) Administer project land and water areas for recreation
and fish and wildlife enhancement;

(2) Pay, contribute in lund, or rep1y with interest, one-
half of the separable cost of the project allocated to recreation and
fish and wildlife enhancement, a Gum presently estimated to be
$1,911,000.

(3) Bear all costs of operation, maintenance and replacement
for the recreation and fish and wildlife functions, including water
replaceme~t, a sum presently estimated to be $195,000 annually on an
average annual basis;

(4) Provide the water required for the initial filling and
for replenishment of evapo;:ation losses of the recreation pool by
~ purchase or other means consistent with Federal and State laws.

~

,
I

b. Since the water resources of the basin are fully appropriated
under existing water rights, it is considered that acquisition of water
for initial filling of the recreation pool will require water purchases.
The estimated cost for purchase of the 3,900 acre-feet required for
initial filling of the two Soda Lakes and the reservoir recreation pool
is $303,000. Local interests would be credited for the cost of water
acquisitions for initial filling of the recreation pool 8S a contribution
in kind toward the cost-sharing obligation. Local interests would be
required to provide for replenishment of the evaporation losses for
the recreation pool, presently estimated at $33,000 annually, as an
item of administration and maintenance of the project"s recreation
function, without, credit toward liquidation of the non-Federal share
of the first cost of the project.

15
