C. 20315 <br /> <br />'~. <br /> <br />Ie) <br /> <br />Dear General Cassidy: <br /> <br />This is in reply to your letter of May 11, 1967, transmitting for <br />comment copies of your review report on the Bear Creek Basin, South <br />Platte River and Tributaries in Colorado, Wyoming, and Nebraska. <br /> <br />The report on the Bear Creek Basin is submitted as an interim report <br />prior to completion of the review report on the South Platte River <br />and tributaries to enable early consideration of special circumstances <br />involving prospective highway improvements by the Colorado Department <br />of Highways in the vicinity of the proposed construction of the <br />Mount Carbon dam and reservoir on Bear Creek. The proposed dam is <br />located near Morrison, approximately five miles southwest of Denver, <br />Colorado. The interim report recommends the authorization of the <br />construction of the Mount Carbon project and the financing of the <br />relocation of Federal-aid Primary Route 16 proposed for improvement as <br />State Route 70 and the relocation of U.S. 285 (State Route 8) on <br />schedules which would permit substantial savings in public funds. <br /> <br />'. <br /> <br />Our review indicates that the recommended Mount Carbon project will <br />require the relocation of 3.1 miles of U.S. 285 (State Route 8, <br />Federal-aid Secondary Route 98) at a cost estimate of approximately' <br />$3 million. It will also require the location of 3.6 miles of State <br />Route 70 (Federal-aid Primary Route 16) extending west and southwest <br />from Kipling Street, near Denver, to a connection with U.S. 285 at <br />Turkey Creek Junction at a cost estimate of approximately $3.4 million. <br /> <br />II; <br /> <br />The Colorado Department of Highways has suspended work on State Route 70 <br />(FAP 16) in the vicinity of the project to avoid the added cost of the <br />subsequent relocation of the route. Any cost-sharing agreement should <br />provide for reimbursement to the State highway department for all funds <br />already expended on the portion of State Route 70 to be abandoned in <br />addition to the difference in cost of the two locations. <br /> <br />It is noted that the Board of Engineers for Rivers and Harbors recommends <br />the advance acquisition of land necessary to preserve the reservoir site <br /> <br />xxvi <br />
