This appropriation is needed to complete <br /> <br />construction. <br /> <br />Bureau of Reclamation (General Investiqations) <br /> <br />We believe that the President's budget proposes too little <br />funding for general investigations. While we do not doubt that <br />changing times justify a reduction in and reorientation of the <br /> <br />Bureau's planning activities, a reduction as substantial as <br /> <br />that being sought is unwarranted. We urge Congress to provide <br /> <br />sufficient funding to maintain a viable planning program in the <br /> <br />years ahead. <br /> <br />In particular, we request that funding for the atmospheric <br /> <br />water resources management program be restored, especially in <br /> <br />the Colorado River Basin. This work, which has long had <br /> <br />Colorado's support, is of mutual interest to the seven basin <br /> <br />states, It is a long term research and demonstration program <br /> <br />aimed at augmenting the water supplies of the river through <br /> <br />winter orographic cloud seeding, While eliminating funding for <br /> <br />such an effort may be expedient in the short run, it will prove <br /> <br />to be short-sighted in the long run since the Colorado River is <br /> <br />over-appropriated and will not be able to sustain the demands <br />placed upon it in the future, The joint statement of the seven <br /> <br />-8- <br />
