<br />~ <br /> <br />.... <br />'-- <br />.. <br /> <br />appropriating the funds needed to maintain a 12-year <br />c; construction schedule, <br /> <br />We would also like to call the committees' attention to the <br /> <br />fact that the President's budget request for the project is not <br /> <br />only too little, but it also directs the Bureau to utilize the <br /> <br />FY 1990 budget to bring its "pre-construction activities" on <br /> <br />the project to a "reasonable conclusion." According to <br /> <br />testimony presented to the committees by Administration <br /> <br />witnesses, the Administration intends to terminate all activity <br /> <br />on the project for 2-3 years, <br /> <br />In light of the fact that the United States is a party to <br /> <br />the water rights settlement, has committed itself to a 12 year <br /> <br />construction schedule, and passed the necessary implementing <br />legislation only five months ago, such a position is <br />untenable, It can only be regarded as an act of bad faith, <br /> <br />Colorado respectfully requests that the committees <br /> <br />specifically direct the Bureau to proceed with construction of <br /> <br />the project, including acquisition of rights-of-way and land, <br /> <br />in FY 1990 with whatever appropriation is forthcoming, It is <br />imperative in our judgment that the record be made clear that <br />Congress intends that the project go forward in FY 1990, not <br /> <br />wound down, and be continuously under construction in <br /> <br />subsequent years in order to meet the agreed upon 12 year <br /> <br />construction schedule. <br /> <br />-5- <br />
