<br />1002 ADVl.'lOR}'COUNClL REPORT <br /> <br />Bureau of Land Management (BLM) <br /> <br />c~ <br />....- <br />c." <br />( , <br /> <br />The Council is pleased that the BLM has created a basinwide salinity control coordinator position <br />to facilitate the federal salinity control program. The Council has long felt that salinity control on <br />BLM managed lands shnuld be a key component of the Cnlnrado River Basin Salinity Cnntrnl <br />Program. The Council recommends that this coordinalOr work with the Reclamation and USDA <br />coordinators and the Forum's Work Group to integrate the BLM 's efforts into the overall program. <br />It is hoped that through this needed coordination, site-specific and verifiable cri1eria for evaluating <br />salinity control on BLM managed lands can be developed and included within BLM's land <br />management planning process. <br /> <br />With respect to the BLM's report to Congress, required by P.L. 106-489, the Council continues to <br />recommend that the BLM coordinate the development of this report with the Salinity Conrrol Forum <br />and other involved federal agencies. For this coordination to be effective, it needs to be on an <br />ongoing basis until the final documenl is ready for transmittal. The Council notes P.L. 106-489 <br />directs that the report be submitted to both Congress and the Council's members. The Council <br />looks forward to receiving this report. <br /> <br />The Council continues to encourage the BLM to identify and plug flowing saline wells on public <br />lands and requests that the BLM continue to monitor and report these activities. <br /> <br />In the "Management and Budget Recommendations" portion of this report. the Council recommends <br />that funding for the BLM portion of the federal program be as shown in Table I of this report. <br /> <br />The Council requests a written report responding to all of the above recommendations herein by <br />April 15,2003. <br /> <br />U.S. Geological Survey (USGS) <br /> <br />The Council continues to recommend that part of USGS 's funding be directed to the Colorado River <br />Basin, where the USGS has a significant role in fulfilling the federal obligation to assess the <br />program's progress and effectiveness through data collection (gaging stations), analysis and study. <br /> <br />6 <br /> <br />COLORADO RIVER fiA,SlN S.ill.\7Tl'CO."flROLAIH7S0Rr COUNCIL <br /> <br />, <br />
