We understand the Bureau's reluctance to initiate a change in this long-standing repayment practice without Congressional consent, However, implementation of our recommendation could be accomplished through a policy change and would result in a sound business approach for recovery of the Government's irrigation investment, Such a change would support the President's plan for "Power Marketing Repayment Reform" contained in a February 9, 1989, "Building a Better America" supplement provided to the Joint Session of the Congress, One of the proposals in this supplement for assuring that Federal Government investments are repaid in a "sound, businesslike way" was to require repayment of these investments on a "fixed, straight line amortization schedule," We believe ou1: recommendation conforms to this Presidential direction, Based on the comments and the significance of this issue, we 1:equest that the Bureau reconsider its position. In accordance with the Departmental Manual (360 DM 5,3), we are requesting your response to this report by June 30, 1989, Your response should contain a statement of concurrence of nonconcur1:ence with the recommendation, including specific reasons for any nonconcurrence.
