<br />We understand the Bureau's reluctance to initiate a change in this <br />long-standing repayment practice without Congressional consent, However, <br />implementation of our recommendation could be accomplished through a <br />policy change and would result in a sound business approach for recovery <br />of the Government's irrigation investment, Such a change would support <br />the President's plan for "Power Marketing Repayment Reform" contained in <br />a February 9, 1989, "Building a Better America" supplement provided to <br />the Joint Session of the Congress, One of the proposals in this <br />supplement for assuring that Federal Government investments are repaid in <br />a "sound, businesslike way" was to require repayment of these investments <br />on a "fixed, straight line amortization schedule," We believe ou1: <br />recommendation conforms to this Presidential direction, Based on the <br />comments and the significance of this issue, we 1:equest that the Bureau <br />reconsider its position. <br /> <br />In accordance with the Departmental Manual (360 DM 5,3), we are <br />requesting your response to this report by June 30, 1989, Your response <br />should contain a statement of concurrence of nonconcur1:ence with the <br />recommendation, including specific reasons for any nonconcurrence.
