APPENDIX 1
APPORTIONED REVENUES
COLORADO RIVER STORAGE PROJECT

The Storage Project's authorizing Act (Public Law 84-485) established the
Upper Colorado River Rasin Fund and detailed the application of available
revenues. In general, all revenues collected in connection with the
Storage Project operation would be credited to the Basin Fund and would
be used to (1) defray the Storage Project's operating costs; (2) repay
the costs allocated to power, municipal and industrial water supply, and
to irrigation from storage units; and (3) repay the costs of
participating projects' irrigation facilities in accordance with the
revenue apportionment established by the public law,

The revenue apportionment requirement is unique to t:he Storage Project,
Usually power revenues assist in repaying only the irrigation costs
greater than the irrigators' ability to pay, In the case of the Storage
Project, however, additional power revenues will be collected, placed in
the U.S, Treasury, and credited to the Basin Fund to provide financial
assistance for future water supplies developed within the Upper Colorado
River Rasin states, For example, the minimum total apportioned revenues
required over the power repayment study period can be determined as
,Y The m1n1mum required is the amount which will allow each state to be
credited its percentage of the total apportioned revenues and still repay
each state's total irrigation assistance. As such, the required apportioned
revenues are the greater of these computed amounts.

~I The percentages established by Public Law 84-485 were based on the amount
of water remaining to be developed in each state,
