The Engineer Advisers for New Mexico and Texas have taken the <br /> <br />position that spill did not occur in 1996 and show accrued credits for Colorado and New Mexico at <br /> <br />the beginning of 1997. The Engineer Adviser for Colorado took the position that spill did occur in <br /> <br />1996 and New Mexico and Colorado had a balance of zero to begin 1997. <br /> <br />As has occurred in the past, the Engineer Advisers could not reach agreement on the amount <br /> <br />of Project Storage available for storage of usable water. However, the Engineer Advisers took the <br /> <br />position that any flood control in Elephant Butte Reservoir can only be maintained at a level above <br /> <br />the total physical capacity of Elephant Butte Reservoir at the spillway crest, 2,065,000 acre-feet, <br /> <br />pursuant to the latest area-capacity survey. <br /> <br />The Engineer Adviser for Colorado took the position that, based on statements of the Bureau <br /> <br />of Reclamation (Bureau), Project Storage should reflect 25,000 acre-feet of flood control space <br /> <br />available in Elephant Butte Reservoir during the winter months (October - March) and 50,000 acre- <br /> <br />feet of flood control space available in the Reservoir during the summer months (April- September). <br /> <br />The remaining capacity of Elephant Butte Reservoir plus 231,500 acre-feet in Caballo Reservoir <br /> <br />2 <br />
