Of the Nation's 267 water basins. 89 fall <br />within this category. Here EPA Regional Administrators <br />report serious pollution problems, or w~ter quality assess- <br />ments indicate'major violations of standards (either in terms <br />of miles of stream affected, or duration. and intensity of <br />the violations). . <br /> <br />.' .'~' .'- <br /> <br />Table 1 shows how these basins were selected. starting <br />with the 62 basins containing EPA priority areas and adding <br />27 additional basins with high pollution problems not <br />attributable to non-point sources. These 89 basins include <br />10 basins with significant non-point source pollution problems. <br /> <br />A.second table shows that these basins contain 65% of the <br />.. Nation's population and 60% of the major industrial dischargers. <br /> <br />(2) Marine Waters <br /> <br />Again, becaUSe of resource constraints, this strategy <br />. concentrates on toxic bioaccumulative, and disease bearing <br />pollutants. This strategy collects data on the effects of <br />oil. spills, ocean outfalls, and ocean dumping. Although we <br />kno\" something about the frequency of these occurrences. we <br />know little about their effects. <br /> <br />A 1970 study by CEQreported that.there are 600-1000 major <br />dumpers of waste using approximately 250 disposal sites. <br />Table 3 shows their distribution. <br /> <br />Although dredge spoil accounts for 80% by weight of all <br />ocean dumping. more danger lies in the dumping of industrial <br />wastes (10"!<i by weight) or the smaller categories (lO"!<i) of <br /> <br />in., <br />l,~jKl':f' t <br /> <br />~',- , <br />'. <br /> <br />\ <br /> <br />-",- <br />
