The purpose of this strilteqy puper isl to provide guidance

the 1972 FI';PCA ;\.menuments. This guidance' will affect the
resource pattern~ of these authorities. 1t will also ensure"
that regulations issued under the Amendments conform toa sing1.e
strategy and are therefore consistent.

II. INTRODUCTION.

The FlvPCA Amendments provide the Nation with two means of
achieving national water quality.
