Line 42. Replace "of' with "to".

Line 62, footnote 1. Replace ", maintenance of existing Navajo Dam and Reservoir authorized
purposes, and additional" with "and in proceeding with".

Line 63. Replace"." with "or a reasonable alternative." The Fish and Wildlife Service has indicated
that the Flow Recommendations criteria are not necessarily inviolate.

Lines 63-64. Replace "Reclamation would maintain the authorized purposes of the Navajo Unit
while enabling future water development to proceed in the Basin" with "The Navajo Unit would
continue to provide for further water development in the San Juan River Basin consistent with its
authorized purposes and." The sentence as written appears to incorrectly relegate the development
and use of compact apportionments to something other than an authorized purpose of the Navajo
Unit, or to an additional or secondary purpose.

Line 65. Insert "Supreme Court" preceding "decrees".

Line 99. Delete "(hydrograph)".

Line 101. Replace "together" with "in concert".

Line] 02. Replace "beneficial hydrologic conditions for the" with "hydrologic conditions beneficial
to endangered".

Line 120. Replace "depletions" with "depletion for the Project".

Line 121. Insert "a total" following "that".

Line 152. Replace "under" with "recommended by".

Line 153. Replace "propagation" with "augmentation".

Line 159. Delete the third "the".

Lines 166-168. Replace the three lines with: "the Flow Recommendations to be met and water
development to proceed consistent with the ESA and other applicable laws. Additional depletion in
the Basin is". The State of New Mexico disagrees with the baseline depletion amounts used in the
1991 Biological Opinion and those used in the current hydrologic modeling. Descriptions of uses
under the baseline must be qualified as to correct breakdowns of depletions among the indicated
projects or uses, as to the methodologies used to estimate the depletions, and as to the amounts of
depletions on streamflow at a specified location vcrsus at the place of use. The depletions used in
.
the 1991 Biological Opinion are not distributed correctly among water uses and include depletions
at the site of use which exceed the corresponding dcpletion of San Juan River streamflow from Four
Corners downstream due to salvage by use.

7

00751
