operations.

Line 444. Replace "this" with "the No Action".

Line 450. Table II-I is referenced at line 438 as giving a summary of the analysis or evaluation of
alternatives that were retained for consideration. Accordingly, the title to Table II-I should be
modified to: "The alternatives retained for detailed analysis arrayed by evaluation criteria". Also,
the summary evaluation of the 250 variable/5000, the 250/6000, the 500/6000, and the
DecommissionlBreach Dam alternatives should be deleted because they were not considered for
detailed evaluation. The reasons the latter four alternatives were dropped from consideration are
described elsewhere in Chapter II.

Two of the evaluation categories shown in Table II-I for comparison purposes are not all clear. The
ADEIS includes Navajo Dam authorized purposes under the various laws and policies category; but,
the authorized purpose of Navajo Dam is to regulate river flows so as to allow for water development
and use under compact apportionments, which is the existing/future authorized water uses category.
Accordingly, delete "(including Navajo Dam authorized purposes)" from the third evaluation
category, and delete "Minimizes adverse impacts to" from the fifth evaluation category. Also, the
fifth and sixth evaluation categories, existing/future authorized water uses and avoids adverse
impacts to Indian trust water rights/future uses, should be placed at the top of the table to reflect their
priority relative to the Navajo Dam authorized purpose. In addition, the second evaluation category,
accomodates most publiclinteragency input, should be deleted because such input does not
necessarily relate to the evaluation of alternatives unless it can be incorporated under the remaining
categories. These changes are consistent with the comments on lines 436-439.

Line 459. Under the 500/5000 Alternative, ehange the description of San Juan River monthly flows
at Bluff from "Minimum flow <100 cfs" to "Minimum flow maintained >500 cfs at most times, but
may be <100 cfs at times when reservoir storage exhausted". The description as written may be
confusing to the public.

Line 467. Under the 250/5000 Alternative, replace "Hammond" with "Citizens' Ditch", and replace
"in lower river" with "between Farmington and Lake Powell". Under the 500/5000 Alternative,
replace "lower river" with "river between Farmington and Lake Powell".

Line 469. Under both the 250/5000 and 500/5000 Alternatives, insert "below Farmington" at the
end of the descriptions for downstream rafting recreation impacts.

Line 472. The hydropower replacement costs under the 250/5000 and 500/5000 Altematives should
be moved to the economics impacts descriptions at line 380.

Line 473. Under all three alternatives, replace "rights" with "water projects". Under the 500/5000
Alternative, replace "included" with "would occur".

Line 475. Under the 250/5000 and 500/5000 Alternatives, add a statement summarizing the impacts
of the alternatives on stream bottom sediments.

20
