Line 66. Replace "under" with "recommended by".

Line 67. Replace "propagation" with "augmentation".

Lines 100-101. Replace "recreation, and decommissioning and breaching Navajo Dam" with "and
recreation". Decommissioning Navajo Dam was formulated as an alternative based on suggestions
made at the public meetings, but is not a category of issue or concern consistent with those listed in
the sentence. This edit would be consistent with the language given in Chapter I, line 196.

Lines 104-105. Move "The test analyzed potential low flow impacts to the river, recreation and
diversion structures." to follow the period at the end ofline 109.

Lines 159-160. Replace "implementation of' with "operating Navajo Dam to meet".

Lines 166-168. Reformat to be one complete sentence.

Line 176. Replace "numbers" with "flow rates".

Line I 88. Decommissioning and breaching Navajo Dam is not an alternative dam operation. The
many references in the ADElS to an alternative to decommission and breach Navajo Dam should
be deleted from the DElS as it is a concept that should never have been formulated and was never
really considered because it is outside the scope of modifications to dam operations. Removal of
the dam clearly would not meet the need to fulfill the purposes and functions of Navajo Dam.

Line 191. Replace "range of alternatives developed was" with "alternatives were".

Line 193. Delete "as mentioned above".

Line 200. Delete "as cited in chapter I".

Lines 202-204. Delete the second sentence of the bullet. This is detailed information relating to
flood control procedures that is discussed elsewhere in the ADElS.

Lines 206-209. Replace entire bullet with: "Authorized and Potential Water Uses." Water
development in the San Juan Basin in accordance with water rights, laws, interstate compacts and
Indian trust responsibilities is covered under the goals of the San Juan River Basin Recovery
Implementation Program (SJRBRIP) at line 193. The explanation as written incorrectly suggests
a mitigatable, secondary priority be given to authorized purposes of the Navajo Unit.

Line 210. Add an additional bullet statement to read: "Applicable water rights, laws, interstate
compacts, Supreme Court decrees, and Indian trust responsibilities."

Line 212. Delete "Further". The decommissioning and breaching of Navajo Dam was an alternative
that was formulated based on public input, but it did not receive serious consideration because it
does not meet the purpose and need and is not within the scope of the ADElS.

2
