NEW MEXICO INTERST ATE STREAM COMMISSION

Detailed Comments
on the

... ...~ .............'1""1
January .kJ, ~VV"',
Navajo Reservoir Operations Advanced Draft Environmental Impact Statement (ADElS)

March I I, 2002

SUMMARY

Line I. Replace "implement" with "meet".

Line 4. Replace "while enabling future" with "and in enabling".

Line 5. Replace "court" with "Supreme Court". This change is consistent with the goals of the San
Juan River Basin Recovery Implementation Program (SJRBRIP).

Line 6. Insert "would maintain the authorized purposes of the Navajo Unit and" following
"Reclamation" .

Line 8. Delete "At the same time,".

Lines 9-10. Delete the two lines in their entirety.

Line 25. Replace "." with "or a reasonable alternative." The Fish and Wildlife Service has indicated
that the Flow Recommendations criteria are not necessarily inviolate.

Lines 25-26. Replace "Reclamation would maintain authorized Navajo Unit purposes while
enabling future water development to proceed." with "The Navajo Unit would continue to provide
for further water development in the San Juan River Basin consistent with its authorized purposes."
The sentence as written appears to incorrectly relegate the development and use of compact
apportionments to something other than an authorized purpose of the Navajo Unit, or to an additional
or secondary purpose.

Line 41. Replace "have changed" with "were modified to accomodate research as to the effects of
different streamflow rates and patterns on endangered fish species and their habitat in the San Juan
River downstream from Farmington".

Line 45. Replace "for the fish" with "beneficial to endangered fish and to operate Navajo Dam".

Line 60. Replace "court" with "Supreme Court". This change reflects the actual language from the
SJRBRIP Program Document.

I

00748
