Here again, <br />confusion arising from the earlier misrepresentation of the authorized purposes of the Navajo Unit <br />leads to uncertainty as to the meaning of the purpose and need statement and the objectives of the <br />proposed adaptive management program for Navajo Dam operations. It is not clear as to what are <br />the resources of concern for which management objectives are or will be defined. The ADEIS does <br />not define management objectives for resources. Lines 327 -328 state that the goals and objectives <br />of the adaptive management program are stated in the purpose and need statement of the DElS. <br />Such objectives do not include defined management objectives for various resources. The DEIS <br />needs to be clear that the goal and objective of the operation of Navajo Dam, pursuant to its <br />authorization, is to regulate the flow of the San Juan River to allow the Upper Basin States to <br />develop and consistently use their compact apportionments while complying with applicable law, <br />including the Endangered Species Act. Minimizing or mitigating adverse impacts to the extent <br />possible while doing so may be a secondary management objective. <br /> <br />Line 335. Insert "goals and" following "whether", and replace "." with ", and whether negative <br />impacts of dam operations on physical or biological resources are occurring and can be mitigated. <br />This is a continuation of the issue described for lines 331-332. <br /> <br />Line 341.
