Description of Existing Model

8

Usability and Documentation

,

Although the existing model is described in detail in the Phase I study reports and was delivered
to the Water Resources and Power Development Authority for possible distribmion to others, it does not
incorporate a user interface or documentation that would make its use by others convenient. If the new
planning model is to he used by a variery of persons having varying technical capabilities, such an inter.
face and documentation are essential.

In developing user interface software there is a tradeoff between usability and ncxibility that
must be kept in mind. Generally speaking, the more narrowly defined the user interface fealUres, the
easier the interface is (0 interpret and use; the user basically has a simpler task because he or she has
fewer alternatives to choose from. However, by having fewer alternatives to choose from the user loses
some flexibHiry to address unanticipated silUalions. An interface that provides maximum flexibility also
provides the user with the maximum freedom to make mistakes and misuse the software.

I

.
