Colorado 80537 <br /> <br />Re: #673 - Trinidad Lake Project <br />Operating Principles <br /> <br />. <br /> <br />Dear Jack: <br /> <br />On behalf of the City of Trinidad. I am providing comments on the Bureau of <br /> <br />Reclamation report entitled. "Review of Operating Principles and Project Operations - <br /> <br />Trinidad Lake Project. Colorado". The following recommendation was made by the Bureau <br /> <br />of Reclamation concerning municipal and industrial Project uses: <br /> <br />The operating principles should be amended to allow the City of Trinidad to <br />change the use of the Project water rights from iffigation to municipal and <br />Industrial purposes in accordance with the contract between the District <br />and Reclamation and Colorado water law. <br /> <br />The City of Trinidad particularly supports this recommendation. The City has no comments <br /> <br />on the other conclusions and recommendations contained in the report. <br /> <br />We understand that comments by all interested parties on the Bureau's report are <br />expected to be received by mid-February. We believe that there will be general agreement <br />by all parties concerning the change of operating principles to allow municipal and industrial <br />use of water. <br /> <br />The City of Trinidad proposes the following course of action to allow an expeditious <br /> <br />change of operating principles related to this matter: <br /> <br />1 . The Bureau and other parties should review the comments over the next <br />two weeks and note areas of consensus. We would hope that this review <br />could be completed by February 28. <br /> <br />2. <br /> <br />We believe that all parties will support the municipal and industrial use of <br />Project water. There may be other areas of agreement by all of the <br />interested parties. as well, <br /> <br />. <br /> <br />3. To the extent that all parties favor specific changes in the operating <br />principles, a resolution and draft of the operating principles should be <br />
