<br />. "3.~ <br />4':' ;J <br /> <br />Two of the archeological sites have been extensively <br />investigated as had been previously recommended (Buckles, <br />1972). No other sites were ~ecommended for further study <br />(Withers, 1964). Five of the sites will be inundated by <br />construction of the proposed Twin Lakes enlargement. <br /> <br />. <br /> <br />Of the six areas of historical interest identified in the <br />Twin Lakes development, two have been deemed significant <br />in terms of and placed on the National Register of Historic <br />, Places. The two National Register properties are the <br />complex of buildings known as the Interlaken Hotel and <br />the village of Twin Lakes. The enlargement of Twin Lakes <br />Dam and Reservoir will affect the two properties by <br />acquisition of one and partial acquisition of the other. <br />Studies and consultations have been undertaken with the <br />State Historic Preservation Officer concerning the extent <br />of the impacts on the properties and possible mitigation <br />procedures. The Advisory Council on Historic Preservation <br />has been consulted and will be asked to formally comment, <br />as provided for under Section 106 of the National Historic <br />Preservation Act of 1966,. prior to implementing any activities <br />that may affect the two properties. <br /> <br />Construction of the Otero Powerplant and Otero Canal will <br />result in the destruction of one archeological site. <br />Further study of site 5CF7 at the location of the proposed <br />Otero Powerplant was recommended (Buckles, 1972). The site <br />had been nominated to the National Register of Historic <br />Places. No further actions that may affect the site will <br />be undertaken prior to compliance with 36 CFR 800. The <br />two sites located to the west of the proposed Otero Canal <br />alinement will not be affec~ea by Proj~~L JcYcl~p~~"t <br />(Buckles, 1972). <br /> <br />. <br /> <br />Other proposed features of the Project are currently under <br />study to determine the presence, significance, and possible <br />impact of the features on archeological and historical <br />resources. Features that have been studied but for which <br />reports have not been received include: the Mt. Elbert to <br />Poncha Transmission Line alternative, the remainder of the <br />Mt. Elbert Conduit alinement, and the Fountain Valley <br />Conduit alinement. A contract has been let, but no field <br />work has been undertaken for the Mt. Elbert to Malta <br />Transmission Line. Studies to identify and evaluate <br />resources on the Arkansas Valley Conduit have yet to be <br />initiated. <br /> <br />It is recognized that excavation, inundation, relocation, <br />and demolition of archeological and historical resources <br />constitute major impacts on these parts of the environment. <br /> <br />. <br /> <br />IV-43 <br />
