. "3.~
4':' ;J

Two of the archeological sites have been extensively
investigated as had been previously recommended (Buckles,
1972). No other sites were ~ecommended for further study
(Withers, 1964). Five of the sites will be inundated by
construction of the proposed Twin Lakes enlargement.

.

Of the six areas of historical interest identified in the
Twin Lakes development, two have been deemed significant
in terms of and placed on the National Register of Historic
, Places. The two National Register properties are the
complex of buildings known as the Interlaken Hotel and
the village of Twin Lakes. The enlargement of Twin Lakes
Dam and Reservoir will affect the two properties by
acquisition of one and partial acquisition of the other.
Studies and consultations have been undertaken with the
State Historic Preservation Officer concerning the extent
of the impacts on the properties and possible mitigation
procedures. The Advisory Council on Historic Preservation
has been consulted and will be asked to formally comment,
as provided for under Section 106 of the National Historic
Preservation Act of 1966,. prior to implementing any activities
that may affect the two properties.

Construction of the Otero Powerplant and Otero Canal will
result in the destruction of one archeological site.
Further study of site 5CF7 at the location of the proposed
Otero Powerplant was recommended (Buckles, 1972). The site
had been nominated to the National Register of Historic
Places. No further actions that may affect the site will
be undertaken prior to compliance with 36 CFR 800. The
two sites located to the west of the proposed Otero Canal
alinement will not be affec~ea by Proj~~L JcYcl~p~~"t
(Buckles, 1972).

.

Other proposed features of the Project are currently under
study to determine the presence, significance, and possible
impact of the features on archeological and historical
resources. Features that have been studied but for which
reports have not been received include: the Mt. Elbert to
Poncha Transmission Line alternative, the remainder of the
Mt. Elbert Conduit alinement, and the Fountain Valley
Conduit alinement. A contract has been let, but no field
work has been undertaken for the Mt. Elbert to Malta
Transmission Line. Studies to identify and evaluate
resources on the Arkansas Valley Conduit have yet to be
initiated.

It is recognized that excavation, inundation, relocation,
and demolition of archeological and historical resources
constitute major impacts on these parts of the environment.

.

IV-43
