However, there are a number of things <br />which can help us make the hard decisions. <br /> <br />"j <br />r <br /> <br />Congressional Strategy for Wilderness Classlflcation <br /> <br />Congress must begin to do some long-range thinking <br />about the ultimate size and location of the wilderness sy~tem. <br />The current practice of area-by-area c1a~~ification obscure~ <br />the need for a comprehen~ive view of the national system we <br />intend to build. Omnibu~ bill~ to incorporate a number of <br />area~ at once are obviously necessary. Thi~ is the purpo~e of <br />the Endangered American Wilderne~s Bill I will introduce in <br />the Senate within the next week or two.4 By ~peeding up the <br />incorporation of areas for which there is widespread agree- <br />ment, the study of remaining areas can be expedited and <br />the needed decision~ sooner madeJ <br /> <br />Meanwhile, we ~hould move ahead with the backlog of <br />proposals now pending before Coogre~~. For example, here <br />in our own state, the Idaho Primitive Area and the Salmon <br />River Break~ Primitive Area have still to be recla~~ified as <br />wildernes~. That's a high priority on my list for this ~ession. <br />Thi~ region is the large~t road less tract left in the United <br />States, ~outh of Alaska. It will constitute a wiJdernes~ of <br />immense attraction and significance. <br /> <br />In addition to the workload now facing u~, Congre~s <br />mu~t also oversee the ongoing management and cla~~ification <br />plans. Congress is not properly representing the people if <br />concerned citizens can't turn to u~ and say, "We think the <br />agency i~ mistaken in propo~ing to develop - or not to <br />develop - thi~ or that area.
