<br />. <br /> <br />. <br /> <br />: ~:o <br /> <br />" <br /> <br />13 <br /> <br />P.& <br />'-it <br />W <br />o <br /> <br />REQUIREMENT FOR VERIFICATION OF THE <br />EFFECTIVENESS OF SALINITY CONTROL UNITS <br /> <br />Priority: High <br /> <br />Former Commissioner Higginson was concerned that certain salinity control <br />units would not result in the reduction of salinity that had been projected. <br />As a result, the Grand Valley Unit is proceeding as a staged unit with a <br />monitoring program following the completion of Stage I to verify the <br />projected salinity reductions. Concern has been expressed that the <br />staging and monitoring of salinity control units is resulting in unnecessary <br />delay in accomplishing salinity objectives. <br /> <br />It is recognized that there are certain risks involved in p~oceeding with <br />const~uction of entire salinity control units without verification. <br />However, the delays resulting f~om staging and verification requirements <br />are a source of frustration to many, and will result in significantly <br />increased construction costs if the remainder of the unit is built at a <br />later date. <br /> <br />In general, the members of the Salinity Control Fo~um view the verification <br />p~ocess as an unnecessary delay in the implementation of the salinity <br />control program. There are conflicting opinions within the WPRS concerning <br />the desirability of verification. <br /> <br />Option and Recommendation: <br /> <br />The Study Team does not have sufficient data available to make a determina- <br />tion on this issue. Therefore,~t recommends that an issue paper <br />be developed on the subject. The Water Quality Office should take the <br />lead in preparing the paper with input from other E&R Center offices and <br />the Upper and Lower Colorado Regions. The paper should use the Grand <br />Valley Unit as an example and should asaess the costs and risks associated <br />with a decision to either continue to require verification or to eliminate <br />that requirement. <br /> <br />Action Entity: CRWQO <br /> <br />SERVICE COORDINATION OF SCHEDULES AND BUDGETS <br /> <br />Priority: Medium <br /> <br />Widespread concerns were expressed primarily from internal sources about <br />breakdowns in coordinating and reporting slippages and changes in <br />salinity control schedules and program.budgets. The breakdowns have <br />occurred in information exchanged primarily from the CRWQO and the <br />Regional Directors as well as between the Washington office and the <br />Regional Directors. A related concern was also expressed over the fact <br />that the Chief of the CRWQO is presently excluded from high-level Budget <br />and Programming meetings and has only limited influence over schedules <br />and program budget. <br />
