PHASE II

Phase II will involve application of the NEPA process to the
Proposed Decision, providing the framework for the new public
involvement plan and associated activities. Public meetings,
workshops, or hearings will be in accordance with the NEPA
process, e.g. Environmental Impact Statement, etc. A Categorical
Exclusion would require that an overall Public Involvement
Summary Report for Phase I be completed within 120 days after the
Proposed Decision, and a final Federal Reqister Notice published.
The completion of Phase II will result in a final decision by the
Secretary of the Interior.
