<br />2 <br /> <br /> <br />the public hearing will be published in the Federal Register giving the <br /> <br /> <br />time and place of such hearing. The public hearing will be scheduled <br /> <br /> <br />and conducted in accordance with BLM Manual, Sec. 2351.16 B. <br /> <br /> <br />The Department of the Interior's regulations provide that the <br /> <br /> <br />authorized officer of the BLM will undertake such investigations as are <br /> <br />necessary to determine the existing and potential demands for the lands <br /> <br /> <br />and their resources. He will also undertake negotiations with the <br /> <br /> <br />applicant agency with the view of assuring that the area sought is the <br /> <br />minimum essential to meet the applicant's needs, providing for the <br /> <br />maximum concurrent utilization of the lands for purposes other than the <br /> <br />applicant's and reaching agreement on the concurrent management of the <br /> <br />lands and their resources. <br /> <br />The authorized officer will aJso prepare a report for con- <br /> <br />sideration by the Secretary of the Interior who will determine whether <br /> <br />or not the lands will be withdrawn and reserved as requested by the <br /> <br /> <br />applicant agency. The determination of the Secretary on the application <br /> <br /> <br />will be published in the Federal Register. The Secretary's determination <br /> <br />shall, in a proper case, be subject to the provisions of section 204(c) <br /> <br />of the Federal Land Policy and Management Act of 1976, 90 Stat. 2752. <br /> <br /> <br />The below described lands are temporarily segregated from the operation <br /> <br />of the public land laws, including the mining laws, to the extent that <br /> <br />the withdrawal applied for, if and when effected, would prevent any form <br /> <br /> <br />of disposal or appropriation under such laws. Current administrative <br /> <br /> <br />jurisdiction over the segregated lands will not be affected by the <br /> <br /> <br />temporary segregation. The segregative effect of the application shall <br /> <br /> <br />terminate upon (1) rejection of the application by the Secretary, (2) <br /> <br />r-" <br />
