Evans, representative to Congress from the <br />third congressional district, says Gilbert Stamm, commissioner of the <br />Bureau of Reclamation, had assured him that bids on the construction <br />phase of Dallas Creek, Savery-Pot Hook, and Fruitland Mesa projects <br />will be advertised by Jan, 1, 1977. <br /> <br />The Dolores project bids will be advertised by June 1, 1977, <br /> <br />"There apparently will not be a year's delay in these Westem Slope <br />water projects," Evans said, <br /> <br />The congressman was referring to a statement by the bureau's <br />regional director, David Crandall, made in Montrose at the meeting of <br />the Colorado Water Conservation Board last Friday. Crandall promised <br />at Montrose that the bureau would cut comers as much as possible to <br />speed up advertising for construction bids by spring of next year. He <br />expressed doubt the Savery-Pot Hook bids could be advertised until later <br />in the year because a change in a damsite is necessary. <br /> <br />When Evans heard about Crandall's statement in Washington last <br />Friday aftemoon, he immediately contacted Stamm's office, "I told the <br />bureau that any further appreciable delay in the water projects was <br />totally unacceptable, and I demanded a reversal of the delay." he said, <br /> <br />Within an hour after the congressman first called the bureau, <br />Stamm I s office replied with the following statement: "By cutting <br />comers and condensing work, the bureau could go to construction con- <br />tracts on the Dallas Creek, Savery-Pot Hook, and Fruitland Mesa projects <br />by Jan. 1, 1977." <br /> <br />Stamm, attending a bureau meeting in San Diego, Calif., confirmed <br />the information through a phone call to Evans Monday, <br /> <br />''Washington and regional offices of the bureau now know that I <br />want a detailed report of every delay cited on these projects," Evans <br />said, <br /> <br />"I want to know," he continued, "how the delays happened and what <br />is being done immediately to remedy the problem. The bureau must move <br />on these projects." <br /> <br />The state board Friday considered a resolution threatening litiga- <br />tion against the Central Arizona Project and other action if the four <br />projects are not certified to construction status by March 31, 1977, <br />The board, however, delayed action on the resolution until either a <br />special meeting this month or a regular meeting Sept, 8 at Denver, <br /> <br />Copied: CWCB/mm - 8/10/76 <br />
