'I. ,

.

.

,

The Salt Lake City Area Office of the Western Area Power Administration
(Western) is charged with the responsibility of seeing that the revenue
received from the power operations of CRSP is sufficient to meet the
repayment requirements of CRSP and those projects receiving assistance from
CRSP. In order to fulfill this responsibility, it is necessary from time to
time to adjust the power and transmission rates. The Upper Colorado
Regional Office of the Bureau of Reclamation, which is also located in Salt
Lake City, is responsible for the hydroelectric generating facilities that
produce the CRSP power marketed by Western. Reclamation is also
responsible for water operations on the Colorado River and for the
development of authorized participating projects that receive financial
assistance from CRSP power revenues. Obviously, Western and Reclamation
must work very closely at both the operating and planning levels. We value
the excellent working relationship between our two offices and organizations
and appreciate the assistance Reclamation has provided in developing the
proposed rates.

The procedures which have been established for rate adjustments provide all
interested persons an opportunity to become involved in the rate adjustment

2
