<br />. <br /> <br />. <br /> <br />The firm transmission rate has only been increased once before, since the <br />initial rate was established in October 1965 at $4.50/kW year. Nine years <br />ago the current rate of $6.60/kW-year was established. The proposed rate is <br />$3.67/kW-year higher. The nonfirm transmission rate of 1 mill/kWh has never <br />been increased since it was first established in 1965. <br /> <br />The firm power rate has been increased at more frequent intervals. On a <br />composite basis, the proposed rate is 2.17 mills/kWh higher than the rate <br />that is now in effect, and 4 mills higher than the first rate established <br />about 20 years ago. If these three proposed rate adjustments are made -- the <br />power rate and two transmission rates -- we believe that the repayment <br />criteria established by law and policy will be met. <br /> <br />The repayment criteria for the CRSP are based on Public Law 84-485 and on <br /> <br />policies established in DOE Order No. 6120.2 dated September 20, 1979. <br /> <br />The criteria requires that power revenues must be sufficient to pay <br />the annual power OM&R costs. O&M costs must be paid in the year in <br />which they occur. Replacements must be paid within their service <br />lives, up to a maximum of 50 years. <br /> <br />11 <br />
