<br />24 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />shows the areas considered in the East Chot,eau Creek area, and Table 3 <br />shows tbe incremental analysis. <br /> <br />The Preferred Plan presented in the remainder of this report is the <br />45,OOO-acre plan. <br /> <br />Change in Pumping Plant Site <br /> <br />The proposed site for the North Bay Pumping Plant was initially in the NEV4 <br />sec. 31, T. 96 N., R. 65 W., on the east side of an arm of Lake Francis <br />Case referred to as North Bay. <br /> <br />During the field review of the Planning Report for the 26,700-acre project, <br /> <br /> <br />it was brought to the Bureau's attention that considerable social concern <br /> <br /> <br />was associated with the first 2 miles of the main canal. The main canal <br /> <br /> <br />would pass within 200 feet of an existing farmstead and also cross one-half <br /> <br /> <br />of a mile of land which is zoned for an Indian housing development. One <br /> <br /> <br />home was recently completed and as many as 10 homes may be constructed <br /> <br /> <br />prior to project development. In view of this, an analysis was completed <br /> <br /> <br />assessing the impacts of moving the North Bay Pumping Plant to a site <br /> <br />further north which would reduce the length of the main canal and not <br /> <br /> <br />impinge on these areas. <br /> <br />The new site would add about $4,000,000 tojthe project cost if the pumping <br />plant intake was designed for a minimum wa~er surface elevation of <br />1320 msl. This is due to the requirement ~o dredge a lengthy channel for <br />the pumping plant intake at this shallower site. <br /> <br />The Corps of Engineers is proposing a reregulation of Lake Francis Case. <br /> <br /> <br />The proposal is to maintain the reservoir ~levation at 1335 or higher <br /> <br /> <br />through the end of August. This reregulat~on will result in higher benefi- <br /> <br /> <br />cial use to all functions. The Corps is e~pected to approve the proposed <br />, <br /> <br />reregulation in the near future. In the interim, the Corps has recommended <br /> <br />(December 14, 1983, letter) that the proposed reregulation be used for <br /> <br /> <br />planning purposes. (See No Action Alternative section for more detail.) <br /> <br /> <br />In view of this, a comparison was made of pumping plant costs based on the <br /> <br />minimum water surface elevation of 1335. ~t elevation 1335, the lengthy <br />
