Because it is the plan that most reasonably maximizes the NED <br /> <br /> <br />benefits, the Preferred Plan is also the NED Plan. <br /> <br />I <br /> <br />I <br /> <br />Table 2 compares the Preferred Plan and the two alternatives. The numbers <br /> <br /> <br />shown in Table 2 for the Preferred Plan are different from the numbers <br /> <br /> <br />shown in the remainder of this planning report, because (1) the Recommended <br /> <br /> <br />Plan as presented in the remainder of this report is based on updated and <br /> <br /> <br />more detailed studies while the other formulation alternatives (Table 2) <br /> <br /> <br />were not updated, and (2) lands east of Choteau Creek were added to the <br /> <br /> <br />study area. <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />Plans to Include Lands East of Choteau Creek, <br /> <br />I <br /> <br />A field review draft of the Planning Report/DES for irrigating 26,700 acres <br /> <br /> <br />west of Choteau Creek was completed in October 1983. As explained earlier, <br /> <br />it was decided early in the study that the Bureau would not investigate the <br /> <br /> <br />area east of Choteau Creek for this Planning Report. However, landowners <br /> <br /> <br />of about 25,000 acres east of Choteau Creek remained very interested in <br /> <br /> <br />studying these lands and the District decided to study these lands during <br /> <br />advance planning studies for lands west of Choteau, so that the size of the <br /> <br /> <br />main pumping plant and canal could be increased if the lands east of <br /> <br /> <br />Choteau proved feasible to serve. <br /> <br />I <br /> <br />I <br />I <br />I <br /> <br />A nonprofit entity was formed within the Lake Andes-Wagner Irrigation <br /> <br /> <br />District. This entity, Lake Andes-Wagner Water Systems Incorporated, <br /> <br />secured a $300,000 loan in 1983 to accelerate planning on the <br />, <br /> <br />Lake Andes-Wagner Unit. Because of the acceleration of advance planning, <br /> <br />the project sponsors initiated studies on lands east of Choteau in 1983, <br /> <br /> <br />and decided to seek authorization for lands west and east of Choteau Creek. <br /> <br />I <br /> <br />I <br /> <br />The investigations east of Choteau Creek were completed by the Bureau with <br /> <br />funds provided by the local sponsors. An analysis of the lands east of <br /> <br /> <br />Choteau Creek (March 1984) showed that it is incrementally feasible to <br /> <br /> <br />increase the NED Plan from 26,700 acres to 45,000 acres.
