In a normal 8-month navigation <br /> <br /> <br />season, this drawdown,to near elevation 1337.5 begins in late September and <br /> <br /> <br />continues until late November when releases are reduced to winter levels. <br /> <br /> <br />Under present operating criteria, the navigation season always opens on <br /> <br />April 1 at the mouth of the St. Louis. When shortened navigation seasons <br /> <br /> <br />are provided, the reduction is scheduled at the end of the sesson. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The Corps has recently proposed a change in this criteria: <br /> <br />I <br /> <br />"when navigation seasons need to be shortened from the full 8-month <br /> <br /> <br />season to 6 months or less, the opening of that shortened season can be <br /> <br /> <br />delayed from the normal April 1 opening by approximately one-half the <br /> <br /> <br />planned reduction in season length. "l/ <br /> <br />I <br /> <br />I <br />I <br /> <br />This would result in maintaining the water leve-l in Lake Francis Case at <br /> <br /> <br />1335 m.s.t. or higher until the end of August. Figures 1 and 2 graphically <br /> <br /> <br />demonstrate this change. (Note: 1936 is an example of a year when the <br /> <br /> <br />navigation season was shortened.) This change provides possible benefits <br /> <br /> <br />to all the multipurpose functions during those years when the navigation <br /> <br /> <br />season would be shortened to 6 months or less. <br /> <br />I <br /> <br />I <br /> <br />In December 1983, the Corps of Engtneers provided a letter to Senator Abdnor <br /> <br /> <br />(which waS subsequently provided to the State of South Dakota and Bureau of <br /> <br /> <br />Reclamation) recommending the use Of proposed change for planning purposes. <br /> <br />This change was also discussed at ~n April 26, 1984, public meeting held by <br /> <br /> <br />the Corps in Omaha. As suggested ~t this meeting, the Corps prepared a <br /> <br />report and provided it to State ano Federal agencies in July 1984 so they <br /> <br /> <br />could more thoroughly review the proposal. It is anticipated that the pro- <br /> <br /> <br />posal will be approved in the near future. In view of this, the proposed <br /> <br /> <br />change was used as the No Action basis for analysis in this report.
