INTRODUCTION <br /> <br />Background <br /> <br />I <br /> <br />The study of Lake Andes-Wagner Unit is part of the Lower James-Fort Randall <br /> <br /> <br />Water Diversion Proposal, a feasibility study authorized by Congress on <br /> <br /> <br />October 27, 1972, and initially funded in 1979. The Lower James- <br /> <br /> <br />Fort Randall study area is in south-central South Dakota, east of the <br /> <br /> <br />Missouri River. The 4,OOO,OOO-acre area includes 12 counties which make up <br /> <br /> <br />the Lower James and Fort Randall Conservancy Subdistricts: <br /> <br />I <br />I <br />I <br />I <br />I <br />'I <br /> <br />Lower James <br />Conservancy <br />Subdistrict <br /> <br />Fort Randa 11 <br />Conservancy <br />Subdistrict <br /> <br />Aurora <br />Davison <br />Hanson <br />Hutchinson <br />Jerau1d <br />Miner (West half) <br />Yankton <br /> <br />Bon Homme <br />Buffalo <br />Brule <br />Charles Mix <br />Douglas <br /> <br />New water development districts were created by the 1984 State legislature. <br /> <br /> <br />Most of these 12 counties are now included in the Southern Missouri and <br /> <br /> <br />James River Water Development Districts: <br /> <br />I <br /> <br />James River <br />Water Development <br />District <br /> <br />Southern Missouri <br />Water Development <br />Dis trict <br /> <br />I <br /> <br />Beadle (eastern <br />portion) <br />Brown <br />Davison <br />Hanson <br />Hutchinson <br />Sanborn <br />Spink <br />Yankton <br /> <br />Bon Homme <br />Brule <br />Buffalo <br />Charles Mix <br />Douglas <br />Gregory <br /> <br />I <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />One purpose of the districts is to sponsor construction of water resource <br /> <br />projects (primarily irrigation) within their boundaries.
