A mitigation plan to com- <br />pensate for habitat losses includes providing water to improve two <br />wildlife areas (Owens Bay and Red Lake), purchasing 2,180 acres for <br />reseeding to native grasses and 175 acres for planting to trees, <br />purchasing 330 acres of wetlands, rep~acing 4 acres of wetland ease- <br />ments, and seeding project right-of-way to nat ive grasses.
