<br />NATIONAL PARK SERVICE REPOR]; <br /> <br />For~st would require the aCQ.uisition of more land on the east side than <br />could apparently be justified either for primary project purposes, or <br />for recreational uses except on the basis of reservoir operation which <br />would be more conducive to recreational values than now seecs possible. <br /> <br />It can be assumed that the area could not warrant state attention <br />for development, and, in view of the general area so richly endowed with <br />natural recreational resources for the local population it seems highly <br />improbable that county or other local administrative agencies could be <br />induced to assume administrative operation and maintenance responsibili- <br />ties for recreational developments even if provided at government expense, <br />county participation in access road maintenance possibly excepted. <br /> <br />In the event that appreciable changes are made in the plan of reser- <br />voir operation, leading to more nOminal recreational use season fluctua- <br />tions and the retention of a larger reserve pool, further study of data <br />which would then be available may make it possible to reappraise the re- <br />creational potentialities of the Lemon Reservoir in a more favorable light <br />and to indicate reaulting recreational values which could have some signi- <br />ficance however local in character. <br /> <br />At such time, and with a8surance of adeQ.uate administration, opera- <br />tion and maintenance of nominal recreational facilities by some quali- <br />fied agency, it should be possible to consider developments to accollllIlo- <br />date recreational use. <br /> <br />5 <br />
