<br />NATIONAL PARK SERVICE REPORT <br /> <br />trips into the baok country, including the great National Forest wil- <br />derness areas which straddle the rugged San Juan Mountains over the <br />Continental Divide shortly above the reservoir, The re8srvoir lies <br />wholly within the San Juan National Forest, where additional facili- <br />ties for public recreational use can and probably will be provided by <br />or under permit from the U. S, Forest Service, Which agency is much <br />interested in well managed recreational phases of National Forest uti- <br />lization. <br /> <br />In addition to the important and nearby Vallecito Reservoir, are <br />the many other reservoirs under consideration for southwest Colorado. <br />Some of these reservoirs will be more strategically located than the <br />Lemon site to serve this part of the State, and studies have indicated <br />various degrees of recreational values in many of them. These include <br />such projects in the adjacent Animas River drainage (west of the Flor- <br />ida) as the Hermosa Park, Teft, and Lime Creek Reservoirs. <br /> <br />Recreational Recommendation, as Based Upon <br />CUrrent Operational Plan for the Reservoir <br /> <br />As far as enhancing the recreational value of the mountain section <br />of the Florida River Valley, a reservoir at the site proposed for the <br />Lemon Reservoir would not be recommended. In fact, it is believed that <br />the interference of the natural flow of the mountain stream by art:i?i- <br />cial impoundment, and the great fluctuation in the still-water elevation <br />that would be caused by the reservoir operations, would prove detri- <br />mental not onl;y' to the scenic character of the valley but to the exist- <br />ing recreational value of the stream at this point. <br /> <br />In these circumstances, no recreational development is recommended <br />for the Lemon Reservoir. It should, if constructed, be open to the <br />public for such fishing as may occur and incidental pionicking, etc " <br />which may be a related activity. <br /> <br />On this basis, the Lemon Reservoir could oomplement to a minor <br />extent the nearby and significant Vallecito Reservoir. <br /> <br />At most, it seems unlikely that the reservoir could assume more <br />than very local importance--a.n occa.sional line wet by some of the tour~ <br />ists who frequent this part of the state to the contrary notwithstanding. <br /> <br />It seems unlikely that the area will relate sufficiently to the <br />National Forest to stimulate intere8t on the part of the Forest Service <br />in establishing and maintaining picnic or campground areas or other <br />facilities to accommodate the limited recreational use which it is be- <br />lieved can be antiCipated, To relate the re8ervoir area to the National <br /> <br />1. <br />
