<br />FISH AND WILDLIFE SERVICE REPORT <br /> <br />flow at Florida Gage than the historical average minimum. Minimum flows <br />would occur during the nonirrigating season. However, the proposed <br />release would be constant and result in a better stream condition than <br />has been true in the past. A minimum flow of 0.4 second-feet has been <br />recorded at Florida Ge..ge and flows lower than the propO'sed minimum have <br />been recorded frequently. Minimum flow at the Florida Gage from October <br />to May would be 6 to 7 second-feet. Increase in lands to be irrigated <br />and the need of supplemental water for the presently irrigated lands <br />would require storage of all surplus flows and complete diversion of the <br />water when released. Therefore, the lower reach of the river which has <br />no fishery value under present conditions would not be significantly <br />improved by the operation of the project. Such return flows as could <br />not be rediverted would reach this section of the stream, but information <br />available does not indicate there would be enough water from this source <br />to result in benefits to the fishery. <br /> <br />23. Lemon Reservoir would not provide satisfactory lake fishing because <br />an annual mean fluctuation of appro.ximately 57 feet, and an average annual <br />minimum pool of only 160 surface acres would not be productive of trout. <br />The reservoir would probably be stocked by the Colorado Game and Fish <br />Commission and access would be provided by relocating the present county <br />road along the east side of the impoundment. Estimated fishery value for <br />Lemon Reservoir is $1,600. <br /> <br />24. Summary of fishery value s. - On the basis of present plan s Lemon <br />Reservoir and Florida River in the project area would have an annual <br />postproject fishery value of about $5,300, reflecting a net gain of <br />$1,400.
