Suppon and enhance public recreational use on federally owned <br />Reclamation lands and water surface areas in an environ- <br />mentally compatible manner through partnerships with State <br />and local governments, the private sector, and other Federal <br />agencies, or by internal management when partnerships are not <br />available. <br /> <br />. Manage recreational areas to provide improved recreational <br />facilities where there is a need, to protect the public health and <br />safety, and to collect user fees for such purposes. <br /> <br />. Structure incentives to encourage continued and expanded <br />cooperative management by non-Federal partners and negotiate <br />agreements to include development, rehabilitation, and <br />operation of recreation facilities and to ensure the appropriate <br />collection of revenues. <br /> <br />. Ensure that recreational areas and facilities are safe for public <br />use and accessible to persons with disabilities. <br /> <br />.
